PTCSP - HAZARD MITIGATION ANALYSIS
"Positive Train Control Systems, 49 CFR Parts 229, 234, 235, and 236" requires the production of a PTC Safety Plan (PTCSP). Section 4 of the PTCSP requires "a hazard mitigation analysis, including a complete and comprehensive description of each hazard and the mitigation techniques used"
Some people believe that the hazard mitigation analysis includes a PHA, FFT and O&SHA. This list is incorrect. Furthermore, simply stating these 3 elements is not enough - there is a great deal to know before accomplishing any one of these analyses in a satisfactory manner.
Take FFT, for example. First of all, let's call it FTA. Since its inception, we never thought that introducing the new term made any sense. Putting that to one side, what should FTA include in order for it to be considered complete? Well, we can think of at least 9 different things. One is intuitively obvious: the trees themselves. So, what are the other 8?
